Your Cobra will put out 4 watts. As far as the antenna goes, if you intend to use a Firestik, just make sure that at least 2/3 rds if the antenna is about the roof line. You might also consider grounding the antenna mount, not the antenna, but the mount.

You are saying 2 or 3 wraps of the antenna is above the roof, or 2/3 of the antenna?

2/3 of the antenna should be above the roof line for the best performance.

The antenna you have selected will be more that adequate for your 4 watt CB.
Installation, grounding (of both the radio and antenna mount) and setting the SWR will be your next challenges. Best of luck !

That's pretty much the same setup I have (Cobra 75 and 4-foot Firestik).

Now you need some coax and an antenna mount of some kind.

Coax you can get at any truck stop, I believe 18 feet is what everyone recommends. As for the mount, there's many options on that, I went with an Arizona Rocky Road mount, although it's a little pricey for what it is, you can get many ideas on this forum of what people used to mount the antenna.

And don't worry about setting SWR, get a meter for 15$, and it really is super easy, takes 10 minutes max!

Edit: Also, you should get a quick disconnect for the antenna if you think you'll need it. That what I have, it makes it a breeze to mount/remove the antenna when I need to.
