Maybe I'm missing something here, but I just checked the AMSAT site and it looks like AO-51 has a lot of amateur use this month and the operations control group for AO-51 seems to be made up of HAMS.

I drive for a living so I can tell you can't beat a C.B. for on road accurate info. up to 100 miles out. On the trails the C.B. is limited to pretty much a line of sight deal. I don't have much exp. with the ham radio.
