My buddy just looked at a few pictures from the ones you can buy and then he sketched it out and made it in his garage... (he makes knives in his spare time) so he has the tools but i'd imagine a small band saw and a drill press or handy with a hand drill it could be done.

I just purchased one online.. seemed easier for only 20bucks...even worse is its in the garage as theives in my neighborhood prevent me from mounting it....had one CB stolen already... maybe i should clean out the garage huh lol

I use the TeraFlex antenna mount. Works well and inexpensive.

These are a simple design. You can use angle or flat aluminum stock (1X1" angle or 1 X 0.25" flat) from local hardware store. Bends very easy with propane torch.

I had some 0.25 sheet so this is what I made..

I just received a mount I ordered on Amazon for $22.00 with free shipping. Pretty solid and can hold teo antenna's if needed. If you have to buy the materials to make one you could be better off getting one of these. It's by Rugged Ridge. Looking it over, very nice, heavy duty mount with a nice finish. Chris

When I used the OEM tire carrier, I cut off the red wart (3rd brake light) and drilled the carrier for a stud:

When I went to bumper mounted carrier, I just used a piece of angle aluminum:
