I added a 3/4" union to the bottom. It allows for easy removal and does allow you to rotate while still keeping secure while moving.
You can customize the setup you are looking for with additional pipe and elbows/45's. For that setup, I spent like $3 on extra fittings to get it over the shifter and I can still utilize the cup holders.

I didn't get pictures but I made my own a couple years ago for insurance adjusting. A $10 bamboo cutting board and $15 in pipe fittings and I was done. I even put little rubber feet on the cutting board to lift the laptop up for air flow. Some velcro on the rubber feet and matching pieces on the laptop and it didn't move.
I used a closet flange at the bottom and bolted it through the floor. On the cutting board I drilled holes and used T nuts, then bolted through a closet flange into the t nuts so the top of the board was left smooth.
It held up great and looked real good.
