Yes, the bulbs are constantly monitored when the computer is told fogs are in the system.

This may be a code for a blown bulb:


B16F9–FRONT LEFT FOG LAMP CONTROL CIRCUIT HIGH

  • When Monitored: Continuously.
  • Set Condition: When the Totally Integrated Power Module (TIPM) detects a HIGH condition.

Possible Causes
-CHECK GROUND CIRCUIT
-GROUND CIRCUIT OPEN
-CHECK FRONT LEFT FOG LAMP CONTROL CIRCUIT
-FRONT LEFT FOG LAMP CONTROL CIRCUIT OPEN
-FRONT LEFT FOG LAMP CONTROL CIRCUIT SHORTED TO VOLTAGE
-FRONT LEFT FOG LAMP BULB
-TOTALLY INTEGRATED POWER MODULE

edit to add:

I have assumed it does actually have to be programmed to activate the added fogs, as stated in the first post.
Have you installed them, and tried to turn them on?
Ok it's smart...I feel kinda stupid

Nope have not installed yet, but I will try to turn them on before I pay the dealer to program.
