Fan Almost Always On! HELP

Fan Almost Always On! HELP
Hey All,
Just had a bunch of work (timing chain, waterpump etc) done to my 2013 Jeep JK. Issues now is my fan is almost always on now. Had a coolant flush, changed temp sensors, thermostat (all new) . Thermostat opens when it's supposed to. Hooked up to scanner at mechanic... Fan comes on at 90 or 96 (can't remember offhand) and then stays on even once the temp drops. Mechanic is saying to replace my ECM....before I sink more money into this thing wonder if anyone has heard of this issue before?
