Fog lights and high beams is a bad combination. For an experts explanation see:

The bright splash of light from fogs gives the illusion of better lighting but it's just that, an illusion.
Fogs are useful when weather conditions are so bad that even the low beams just bounce light back at you, fogs light the foreground for when your crawling along wondering where the heck the road is like in real pea soup conditions.

You can buy a tuner that allows you to run fogs with high beams.

It probably doesn't matter here, but with the tj there is a trick where you bend back a blade on a relay that lets you run high beams and fogs

I didn't know that...

Are you running led fogs? If so you might be able to just run them off the headlight power line

The LEDs draw very little power

I do run LED fogs, but they are actuated from the fog light switch.

The reason your fogs are disabled with your highbeams is because in weather that would warrent fog light use high beams would cause more issues.

The FlashPaq allows you to set up daytime running lights, and so your fogs stay on with your highbeams.

My new fogs are not fog lights at all but flood lights so they project light everywhere at close range and light up the for ground and sides where the stock lights are severely lacking.

I've got the Bullydog GT for the JK on my 2011 and it allows the mod.

Strangely enough, it's not in the documentation that came with the tuner. But after reading from another person on another forum that their Bullydog did it, I went out and went into the special functions screen and lo and behold, there it was (along with some other lighting modification not documented).

Not sure why BD doesn't put it in the manual, but happy to have the mod now.
