Not a good idea at all. In some states, if not all it's illigal and most likely be cause for a ticket. In addition it will shorten the life of the bulb.

The low beams on my 2001 VW Golf stay on when I go to high beam (from the factory). The road ahead lights up like daylight far ahead.

I re-aimed mine (08 JK) and had to settle for a compromise.

As I understead the question was, can the high and low beam lights come on at the same time. In most vehicles with a one bulb system today when you shift to the high beam the low beam shuts off.
