Default instrument cluster help

This light has been coming on and off for a couple weeks. I looked it up and can't figure it out, can anyone tell me what it is?

Humm could be your clock spring does your horn and cruise control still work?

Yea... I've googled it and can't seem to find it... Been looking through the owner's manual and can't seem to find it either
