I thought that fog lights work better down low.

Wow- Thanks!

Okay, so as long as the top of the lamp isnt more than 30" from the ground, it should be okay? Is that what that pretty much means?

It depends. If you are gonna call them street legal driving lamps then the center of the light can't be higher than 42" from the road. If you are going to call them off road "Fog" lights then the center of the light can't be higher than 30" from the road.

If you are going to use them as spot lights then they can't be aimed above the headlights of oncomming traffic. So it doesn't leave much room for interpretation.

Honesty my advise would be to find a cop at a gas station or go to the police station and ask to see a patrolman. He'll be able to tell you for sure what you can get away with. I'm a cop, but not it Florida.
