Just received the Quadratec Stealth Gen 2 lights with anti flicker modulators. I have the same exact problem. I have a 2007 JK. When turning on High beam, the passenger side light shuts off. I will sway the lights to make sure it is always the passenger side.

Well, I bypassed the anti-flicker module for the passenger side. The high beam now works for both the driver and passenger side.
