Default Troubleshoot Horn and Turn Signal

Greetings! Working on a friend's 2012 Jeep Wrangler. Would love your help fixing a horn (and possibly related turn signal) issue.

Symptoms: Horn never works, turn signal works intermittently. Unsure if these are related. I do hear an audible click under hood when horn is pressed.

Diagnosis
1. Removed horn and connected to battery. Horn works.
2. Horn fuses look good.
3. No power at horn fuses (M22 & M23).
4. No power or ground continuity at horn connectors.
5. Yes power, continuity, and 0.2 ohms resistance at ground G102 (I believe this is the correct ground for the horn according to this video).
6. Cruise control works.

What do you think could be the next step in diagnosing this problem?
