Also, did you buy this new or used? It kind of looks lik a component of an alarm system or something. Where to the wires go?

 

Maybe a keyless entry module? The one in my old Wagoneer looked a lot like that.

Did you break the device open or was it like that already?

 

Looks alot like a wireless recievier for a Remote keyless entry unit, like one of them el cheapo ebay units. The wire on the bottom are coming off the terminals from thise two relays on the printed circuit board white wires are probally control wires and im pretty sure i see a 3V disc battery.
