An Aussie Jeep
If they have the same strict regulations we have over here in Europe (Belgium in particular), It's needless to say that we have strict rules.
Starting this year we aren't even allowed to change the bumpers anymore. But there are some dealerships working on to see what can be done, what paperwork etc.. need to be done. Can you imagine, even the mopar bumper isn't allowed with us overhere :-(
Lifting a jeep in Belgium puts you in the black papers, it isn't allowed and jeep does nothing to support us.
If we for example would like to have an offroad vehicle that can be lifted with paperworks officially as should be, we should buy a toyota
The only way arround was uptill now, importing from the US and importing it as a one of a kind vehicle. (as we did with our tj unlimited rubicon which is prepared by AEV)
But I wanted a Diesel version which is great with the torque and fuel consumption. So I'm looking for ways to get it officially lifted and changed at the moment.
With all the new taxes in place with us, it's not only jeep clearing out my pockets (Just Empty Every Pocket, but even more the state taxes in Belgium
)

)However, in your case, you could ship your JK to the USA, modify it, drive it on some trails and then bring it back to an EU country that has an easy to pass SVA test. You may need to discuss/verify this with a lawyer, but as far as I know, a vehicle SVA tested in any EU country is valid in any other EU country. Don't know if you have to get a job in that country and quit on day two to provide some reason for being there, but it may be an option to explore. Insurance may also be a problem for you in Belgium but not in the UK.
