You don't have to have welding skills really. You need fabrication skills lol. Really, you could cut and lay everything out and have a local welding shop weld them for you. I say all this because a lot of people don't know how much goes into just welding something up. A guy gives me a broken lawn mower and asks me to weld it, not realizing that the welding is the easiest part. It's fist cleaning it, bending the metal back to place, grind a little more if needed, then weld it.

If you do a good job at measuring, checking angles, etc you could do this, not practical though I know.
