they have diffrent laws about fender over there. I kind of like it if you can use the stock tow hooks with it.

Hi,
you are right, it's by law and the bumper is part of the crash specs in Europe. Part of pedestrian protection, also (I assume to protect the jeep paint from them).
Most of us would like to have the US bumper ... but this is not allowed, yet.
