The plastic is ONLY held on by 4 bolts-- towards the last 1/3 of the bumper

if you have the front hooks you will have to remove the front bumper assembly.

BTW, these are 15mm. My Jeep looks pretty stupid without the plastic cover and the crush cans visible.

Thanks for the tip on getting the cover off though. I had to punch part of the plastic out after my sister backed into it and pushed it in. It did more damage to her range rover than it did to my Jeep.

I'm still ....sooooooooooooo so-so with the look without the plastic. I did the stubby for now.

Just so everyone's clear who wants to do this: the bumper is a 2 piece unit; metal and plastic..... the metal is held on by a total of EIGHT bolts (18 mm IIRC) and the plastic is held onto the metal with a total of FOUR bolts-- and as CJ7 said-- they're 15mm

But do yer'self a favor-- FIND AND UNHOOK THE HARNESS FOR THE FOG LIGHTS BEFORE you try to drop the metal..... I got REAL lucky the first time and had a 'trim' removal kit within arms reach or it coulda got ugly with the bumper hanging by the harness. IIRC the harness is cinced into the front bottom lip of the metal bumper in 4 spots.
