I can say that the 400hp/400tq 6.0L V8 in my GTO gets better mileage than the Wrangler but there are a lot of other factors here like aerodinamic design, ride height, transmission and rear end gearing, etc.
Why the Wrangler didn't get a more powerful engine? Maybe because the Wrangler isn't designed for high speeds or quick acceleration, better torque curves, cheaper, able to work at the weird angles that a Wrangler may be subjected to (lubrication), etc.
The Chrysler, Dodge and VW Routan minivans still have the 3.8L.
