How is a '93 Camry a "Tank"?

The plastic fenders will eventually fade with exposure to sunlight and atmospheric conditions.

When I pretty-up my Jeep, I just use some carwash soap and a medium-stiffness plastic bristle brush (also cleans the tires) and give them a light scrubbing. That should remove all the mud, dirt, bugs that might be on them.

If you still have spotting after that, you can use any of the various dressings or "restorative" products mentioned (for Pete's sake, though, don't use peanut butter, it's the oldest joke in the industry. People believe it to be a wax remover, and it might also darken plastic temporarily, but it works best at attracting mice and other rodents to your vehicle, and leaving you with tasty fingers).

It's a Jeep. The fenders are plastic because they get beat up offroad, and are relatively cheap to replace when you do fubar one of them. They aren't the prettiest looking things, and they end up being a maintenance nightmare for someone who is a clean-freak. Relax, find your inner chi, and appreciate them in their natural state.
