Not cool for the modified crowd
Maybe not irritated with the person who doesnt wave back, but when SO MANY people dont wave back, that can be a little annoying.
I find that if the other jeeper has at least one visible mod: new bumpers, cb, lift, tires, etc, then 99% of the time theyll wave back, and usually you can anticipate when people wont wave back, either they have other people in the car, or are soccer moms/girl jk'ers, or maybe youll have a good story to tell like PROJEKT THRTY7S and have someone shoot your the rod.
Posted this in another thread but I think it fits here too
When I first got my jeep I knew nothing of the "Jeep Culture". I never really liked the 2-doors (let the flaming begin) but was in the market for a vehicle and just happen to get a great deal in the unlimited.
After I got it I started to notice one jeeper kept waving at me every time I passed. Finally met up with him in a wallyworld parking lot and I knew I didnt know him but he wanted to look at my jeep. I finally asked, "whats the deal with waving at someone you dont know?" He looked at me and said "Its a jeep thing. You dont understand....But you will"
Now I wave at every jeep I come to. Most dont wave back.....But I've gotten alot more to wave since I started.
A side note I was at the post office with the top/doors off and a girl with a 2 door was parked beside me. She said "I dont understand why anyone would take the doors off." I smiled and said "Its a jeep thing." A few days later I was in town, topless and doorless, and passed her the same way, topless and doorless. As I passed I leaned out smiled and waved and she did the same.
I think people buy these without knowing how you use them to their full advantage. Not knowing how much fun they can be. I'll be the first to say that mine is mostly a mall crawler but I know what I have and I guess thats what kills me the most. People just driving around complaining about how rough the ride is, how hot it is on the inside. Just like the girl at the post office. I've waved at her before and got nothing, always a serious look on her face and now every time you pass her shes got a smile.
Its our job to show the difference between what these people think they have and what they really got!

I grew up in Jeep culture so I've always waved to other Jeeps. Even grocery getter Jeeps with soccer moms.
About 3 years ago I bought a VW. They have the same kind of culture. Except instead of a wave you throw up a backwards peace sign (knuckles facing out) which is the V in Volkswagen. Again, I threw the V at every single VW I saw regardless of the driver.
Now I have a Jeep again and I'll still wave at every single Jeep I see. I've had several parking lot conversations with clueless Jeep and VW owners about just what I was doing. After they hear my story they always promise to continue the trend.
I know a lot enthusiast don't want mom and dad to be joining the group. However, I believe that Jeep needs everyone on board. We can all learn from each other in one way or another and having "friends" everywhere you go is awesome!

Okay... I'm irritated by the 'no wave' scenario... but let's rise above... let's not let it grind our wheaties.......
