Also this time of year, Oct 1- May 1 The beaches from Kitty Hawk to where the Cape Hatteras National Seashore starts in Nags Head are open if you get a permit for 25.00 for the entire year. Not a bad deal really seeing as they want 50.00 for a week or 120.00 for a year.
