Looks like they are mounted into the fairlead, probably an added mounting hole..
you can see it best on the red jeep, 2nd pic

Ahh I see it could I just buy a regular fairlead and drill holes like the red one I found out those are the rugged ridge ones with light mounts but its 80 bucks.

When you pick up a winch, the fairlead will come with it. The synthetic line winches come with a different type of fairlead and wouldn't work mounting that way. most lights come with a threaded post base, so you would just drill a hole in the fairlead mount and mount the light with the supplied nut.

Thanks Mad Hatter how come the roller type won't work with a synthetic line?

the type of fairlead is different altogether. its made from a softer material i.e. aluminum or a composite material since the steel rollers are too harsh on the synthetic line and look like this:
