Go with the hi-lift.
CB if you have the time go with a permanent mount one. A lot of people on here have mounted them by the center console area to the driver side of the gear shifter by your right knee. Reason why not to go with the handheld is for receiving range and for transmit distance. You do better with the permanent mount ones. Just my personal input. I have had handhelds before and having to keep new batteries handy sucks especially if you store them in your hot vehicle in the desert.

Jerrod,
I am 6'6" and legroom is a premium, kinda my reasoning for the handheld version. I seen where people mounted them in that area. I have seen some w 4 mile range, figured it was plenty.

Regardless, I've found that having a handheld is still useful. Just used both of mine a couple weeks ago at Disney for folks who did not have a CB, and while at Moab last Apr/May it was useful to talk to anyone who was outside the Jeeps shooting pictures of us.

All joking aside I would definitely get the funtrek book for Moab. It does a great job describing the trails. With a Rubi you can drive almost any trail out there. We went earlier this year and didn't do any difficult trails but I wish we would have gone on Fins and things. I cant wait to get out there and hit the trails again. It will probably be 2012 before I can get back there.
Practice.
Seriously, you have a great machine, just get out there and wheel it... You'll quickly learn what works and doesn't work for you.
I see you are from OKC, you should check out this thread
