Hellbound, your story cracked me up! I have also pulled over fellow Jeepers before, but I'm aware of the fact that they get nervous seeing the cherries behind them and I don't want them to veer into a ditch. I just pull along side with no lights and ask if they would mind pulling over so I can admire their rig. No one has been upset yet... probably because Jeep folks are so cool in general.

If a cop followed me to a parking lot, then wanted to talk, I'd be okay with it. If he stopped at the red light next to me and talked while we are sitting waiting for the green, I'd be okay with it.
But if he lit me up just to talk, I'd be friendly, but angry on the inside. Cops have to call in when they make a stop... how would he explain pulling you over?
