That wouldn't stand up in court for a minute. There are quite a few laws against discrimination. Texas currently can't trump federal law. Give it a few years....
It actually the same here in Cali, one of the most liberal states. Any privatley owned buisness can refuse service to anyone for any reason. Now that being stated if it is obviously for a reason of race, religion, sex, etc. The refused patron could easily sue.
It shouldn't I agree.....but it currently does. And it's not classified as discrimination. It has it's own title: Refusal of Service. Sadly, it needs no justification. Courts here seem to sway that direction at least. It's up to the victim to prove it was discrimination.....and it often falls into a "he said, she said" battle that ends up no where.

These Federal acts provide protection against refusal of service that's based on race, color, religion, national origin, or disability. Some states have enacted laws that add additional classifications but in general refusal of service can be made if there's a specific identifiable business interest in doing so. (Also don't confuse refusal of service with the Equal Employment laws related to hiring)
A car wash, many of which recycle their water to some degree, has a very clear interest in not having buckets worth of mud washed into their systems. You'd probably have a pretty tough time getting anywhere suing a car wash owner who refused to let you wash a mud covered Jeep.

place I use has the same no mud signs but then another sign that says muddy or heavily soiled vehicles use outside bay. so I use the last bay which is not inclosed and apparently runs to a serperate drain. try finding a local place with an outside bay for this sorta thing.
I've had a run in or two with those types of places...it's really not smart on their part because we the "offroad community" (
) spend a FORTUNE in car wash fee's...we're actually REALLY good business
...if they were to get a cop after you the cop (if he had any since) would have chuckled and told you the owner has the right to refuse your business but other than that there aren't any laws broken. We finally bought a house so I enjoy having my own pressure washer
