He could be a construction worker or contractor. Every time I pass a road project, people have strobes or roof mounted orange lights when there vehicles are parked on the side of the road. And yellow and white lights are not illegal, they are caution lights. Red, blue and green [in certain states] are limited to law enforcement, fire and emt only.
