I considered external compressor air horns, then found a simpler and quite effective solution, by combining two STEBEL air horns (integral air pressure).

One is a single low tone (300Hz) Nautilus, the other is a dual tone Nautilus.
The combination with the low tone makes them pretty loud and penetrating.

like all air horns, they should be installed so water doesn't get in.

For cheaper air horns that don't use stainless steel diaphragms water is a big issue. But with a quality train horn getting water in them doesn't hurt. Mounting them in a way that the water can drain out is the important thing.

That's what I meant. Facing somewhat downwards prevents water/dirt from reaching the diaphragm. The best diaphragm would sound hoarse if muddy dirt gets to it.
