Sorry I can only attach one pic at a time but it sits high enough to be out of the line of sight in the Rearview and just low enough to open the roof

Here was my solution to the hard top and cb mount. I have since added a spiderweb shade and a soft top. I have more issues with the freedom top latches with the spiderweb shade than I did with just my overhead mount. And, it only cost about $50 to make.

Yes, it works just fine with the hardtop. I used to have one before I traded it. There's a pull pin that allows it slide back in order to reach the "L" handles on the panels. A really good design actually... Let me know if you want pictures of that

I like the look of the over head mount but my concern is when and if it rains and my top is down. Will the tuffy help for the most part?

Help you stay dry? Not a chance. But yes it helps with the CB. I power wash my interior (quite thoroughly) and never have had an issue with the CB. I might be extremely lucky, but I think it helps.

Edit: I have been caught in a few rain storms, but they weren't a massive thunderstorm or anything. Cobra 29 is still ticking. Measure the radio first to make sure it fits. The cobra 29 is TIGHT. I had to cut a 1.5"x4" hole in the back to run the wires and Coax through. It's not a big deal if you have some basic power tools/hacksaw. The other alternative is a 90* coax connector. If you end up going this route, I can give you more details/measurements you may need.
