Default Hot air in cabin

So I got a 2007 jku Sahara. Plenty of mods on it lifted blah blah blah. I have been fighting this issue with stupid hot air coming in through the floor vents (I believe it's the floor vents).

So this is what I know.

1. I check under the center console for the lower shifter boot. It is t connected on the tunnel (old owner screw up) so I stuffed a couple old tee shirts there to block out any possible air intrusion. Stopped some.

2. I really only get bad hot air when I have the doors on and top or windows down/off. It feels as if there is a vacuum created in that config and it's pulling hot air through.

Does anyone know what the possible fix is?

mu recommendation was going to be the shifter boot, that's where all my hot air has come in from since lifting... GL, sorry I can't be more help
