Do I need to re gear my 2009 JkU so i can stuff 35s under it

re gearing affects drive ratio, not fitting the tires.

you may want a 2-3" lift however to fit 35s.

NEED? No but you might want to... what gearing do you have now? what type of tread will you run? MT/AT etc. easiest way to find out is mount the tires and see how it "feels" to you. then you can regear if necessary. im running 35s and haven't regeared yet but I do plan on doing it sometime but its not that big of a deal for me. its prob more of a personal preference thing and depends a lot on your driving habits.

Right now im running stock 3.21 ratio

I will be running the nitto trail grapplers and since in 16 i will be driving to school more than offroad

But what about for gas Milage i don't want that sucked down or a loss of power im 16 and gas Milage is everything since i will be on the rode most of the time but i plan on a lot of offroading too

I'm running 35's on my 2012 with 3.21's and a manual. I get between 14 and 17 mpg. Around town won't be so bad, the highway is what will kill you for power.

For 35s you will need a small lift, (I recommend a 3") or flat fenders (You can cut your stocks). Since you are running stock 3.21s, I would recommend a re-gear at some point (maybe 4.10s). I am running stock 3.73s with 35s and manual transmission (this is about the minimum setup I would use). BTW, you will need wheel spacers or aftermarket rims with the correct offset/ BS to accommodate the 35s.
