As others have mentioned, the latch on my carrier did not seem reliable, so I found a replacement double locking latch that fits the bill. The latch lever is spring loaded and locks the handle to the mounting bracket until it is released. Here is a link from McMaster Carr for anyone interested in swapping their latch:

Cost is $45 plus shipping, and is also available in stainless steel for $95 (ouch!) I plan on coating mine with plasti-dip black. You will have to swap the u-bolts as the one from McMaster is a bit shorter.
