Not on my JK but I do have one installed on my TJ. I personally think that using the hand brake does a better job of getting your stick to perform on the trail but the hand throttle can be used to keep the RPM up when winching.
I'm not sure if this will work with the drive-by-wire system. I haven't really looked at the throttle body to see. I'm not sure if there's a physical link to the throttle body or just an electrical connection.
Anybody know?

A hand throttle allows you to pull the throttle to what ever rpm you want the engine to stay at. This makes for a realy smooth crawl.
The other thing the hand throttle does is make it a breeze to get moving again if you had to stop on a steep technical rock crawl, as in, you are placed where you better not roll back at all, you have a manual tranny, and need one foot to work the gas, one foot to hold the brake while stopped, and one foot to work the clutch. (3 feet)
I never had a hand throttle, but some friends did, and liked them...I just used heel/toe technique - I'm used to it.
Hand BRAKING is used to stop your tires from spinning on an open or LSD diff....providing artificial resistance to load both tires with some torque against them, so they can turn at the same speed again...we call it the poor man's locker.

If you have a drive by wire system...and cruise control...perhaps the trick will be a hack to let the cruise control be set for sub-mph speeds, etc.

Or use one of those new fangled programmer thingies to raise the idle speed to what you want it at, etc.
When I had to off road with a blown knee, I used a crutch to work the clutch....which is tough when you're bouncing around, etc....but a mechanical version with a ratcheting bar, etc...could probably be fabricated a la one of those steering wheel/gas pedal security club type things....etc.
