I think that wayoflife was referring to handbraking as an alternative to using your brake pedal. That way you can have a foot on the clutch, foot on the gas and hand on e-brake lever to hold position. This way you don't really need a hand throttle. I did this many times with my TJ and it helps.

But yes, you can also play with the handbrake to imitate a locker.
