If backspacing is the distance from the wheel edge to the mounting pad, then technically the number doesn't change when you add spacers, correct? Or is it the distance from the wheel edge to the axle plate?

It doesn't change the backspacing of the wheel, but it affects the 'effective backspacing', as it moves the entire wheel/tire out further.
