Busted in PA
Heres my follow-up After my PA citation, I was determined to keep my 35s. I went the route of covering them with Zenon flat flares and having a reputable shop install them. They painted them to match the body staying with the Sahara theme. They actually look quite good even though this new look wasnt on my bucket list of mods. Just wanted to pass some caution to others that may be considering these flares. The flares are wider than the 3 allowable flare width from the tub. Thus, I feel Im still running below the radar and I could still be cited, or have an issue at inspection. I think Zenon came up short on their product design o Further endangering my ability to stay below radar, the front side marker lights dont flash with the turn signal, and there is no reflector (or much of one) in the lens. o The wires feeding to the side marker lights freely hang down. I had to resort to using very attractive cable ties to pull them up out of sight and hopefully not get snagged off road. o The shop did a touch up to the large triangular area that becomes exposed to the rear of the front wheels that would have looked unsightly, otherwise o There is a sizable horizontal gap in the rear wheel wells that allows dirt to exit the wheel well with the inner material free to flop around. <img src="https://www.jk-forum.com/forums/attachment.php?attachmentid=579223"/><img src="https://www.jk-forum.com/forums/attachment.php?attachmentid=579224"/><img src="https://www.jk-forum.com/forums/attachment.php?attachmentid=579225"/>

Most police won't say anything about the doors but if they want to, they can because technically it isn't legal. Doors are also an inspection item. Guy in our local club owns a shop and showed us a paper he received about it.
One of the reasons to fail inspection..."the doors, except a tailgate one pick-up truck, are not on the vehicle if originally fitted by the manufacturer".
Let's face it, our jeeps were all fitted from the manufacturer with doors so they are supposed to be there. The only way this is legal is if you have one of the really early jeeps that didn't come with doors.
He also made this comment about it when someone asked him about legality of driving without doors. "Must be on when on any pa roadway. Must be a door equal to or stronger than factory door. It is a vehicle code violation also. So you will be cited if local police know the law as Penndot interprets it..."
Now I am not saying I don't run without doors. I do all the time. But technically not legal based off what I have researched. This guy is just one instance in which I have heard this.

As for the tires. It's my understanding some inspecting stations will use a straight edge at the fender down to the tire, and if the straight edge hits any part of the tread it's a failure, however many stations just eyeball it, and if it's pretty close, it's a pass.
I know quite a few police officers here in Lancaster, Most are pretty good guys, and unless your vehicle looks outrageous, you will not be stopped for either doors or tires. Just say'in.
Not to go off topic from the OP's complaint about the tires, but I do agree with you on the Pa inspection requirements for doors. I'm only saying that I've never seen or heard of anyone in this area getting ticketed for no doors, providing they've had side mirrors attached to the vehicle that were in good working order. Not to say it hasn't happened, but just I've never heard of it. My tires definitely aren't legal and I know that. And have gotten away with it so far. It just stinks that some get away with it and some don't. If cops are really going to enforce this while out on the street, shouldn't they try to just have it enforced at the inspection station. I don't think it is fair for an inspection station to pass a vehicle, and then cops turn around and bust that same vehicle.
