I have a 2" skyjacker leveling kit on my 2012 JKUR and was wondering if 35"s would fit. I plan on investing in some flat fenders.

They should fit. I've got 35s on mine with just a leveling kit and they fit fine, I did cut the pinch seam though and I am running flat fenders

I ran that set up for a few months without any issues.
