EVO MFG D-Ring Mounts
Does anyone know if these can be mounted to the stock bumpers?

The stock bumper is held on by bolts that go into nuts that are built into the bumper. You would have to drill those out, replace the bolts with longer ones, and use the EVO D ring mounts to squish the bumper on there to hold it in place. I bet it would work fine.
