The fronts do, you can reach the backside of each one, making it easy to pull them out without busting them.

If you just tug the rears of you are going to break some. Using a very flat tool you can get them all to pop out in the rear but it takes time, a lot of time. If you really want to just try it go and buy some of those clips off ebay, they aren't that bad there. (p/n: 55157055-AA)

I wonder if one of those little pry tools u use to remove door panels would help get them off without breaking clips

You have to squeeze in the tabs to fit them back through the hole.

I'm in MA too. They gave me a hard time with my TJ because the tires sat BARELY outside the flair like the posting above. I looked up the law and it says 4 wheel drive tires may stick slightly out (paraphrasing). Guy eased up after

That sucks.. Mine are 2.5 inches past my flares and have been told by a cop it looks badass
