Default fog install

Hey Guys,
I need some advice on how to instal my fog lamps on my stock bumper.
I bought a pair of Hella 4000 and I want to put them on my stock Sahara bumper just inside my flashers.
Over the metal bumper, there is the stock plastic cover plus that silver cover.... I think that's a lot of plastic to mount my fogs... I'm thinking it's not gonna stable..
Any advice, did any of you build some special brackets ?
I know a aftermarket bumper would help but I just got my 2010 and it's not an option for now...

no, I have those factory fogs.. I want to add bigger lights on top of the factory bumper...

I have never seen more on top of a stock bumper. Iam sure you would need to manufacture a bracket for support to the the metal insert of the factory bumper.
