Funky tire wear on flat tow

I have an '08 rubicon that I flat tow full time behind our bus. We are still running on the stock aggressive tires, but they are wearing fast. In the last 3000 miles, I have seen the tread drop in 1/2. They are wearing in a strange pattern. Alternating treads with high front edges and low trailing. The front tires are wearing more than the rear. The tire shop in Vermont said that they see this a lot with jk's, and it is caused by an ossillation as the car is pulled; the more the tires wear in is strange manner, the more the oscillation, and quicker the wear. The only recommendation they had was frequent tire rotation. He said that in his experience, it was not an alignment issue I will say that since I rotated the tires last, the wear seems to be less pronounced.
Any thoughts or suggestions? If this wear keeps up, I'll have to resort to driving on Walmart specials.
