im using the factory trackbar and bolts and nuts. on the trackbar itself is a bolt that looked like it was welded in and on the other side of the rubber stopper is the bracket. when i try and turn the nut on the end of the bolt...the entire bolt spins, making it impossible to tighten the nut

Are you talking about the swaybar links. On the top of the links the is an inside nut 19mm, your out side nut is 18mm. You have to hold the 19mm to tighten the 18mm.I'll see if I can find a pic.

14. Place Skyjacker rear Track Bar relocation bracket over factory
bracket on the axle. With bracket seated flush, mark and drill the
new center mounting holes using a 15/32" drill bit. (See Photo 10)
15. Install the supplied 7/16 x 1" fine thread bolt and fine thread nyloc
nut. Use one 7/16" washer under the nut. (See Photo #11).
Tighten nut at this time.
16. It will be necessary to drill through the driver side bottom of the
OEM bracket and through the Skyjacker bracket. Drill using a
17/32" drill bit. Once drilled, install the supplied 1/2" x 1 1/4" fine
thread bolt and nyloc nut. Use one washer under the bolt. Install
factory bolt and nut at the bottom location being sure to use the
supplied crush sleeve. (See Arrow in Photo #12) Tighten all track
bar bracket hardware at this time.

Did you do all these steps? Can you take a photo of the problem?

the trackbar between the two wheels and the steering bar to the right wheel. there are two brackets. there are nuts on them and no bolt heads on the other side. nuts will not tighten because bolts are spinning

is there a star in the middle of the "bolts" that are spinning? Something a Torx bit may fit inside of?

no just a regular bolt with a nut you have to screw on.
