Default Install RK tie rod with wheels on the ground?

Can you install a tie rod with the wheels still on the ground? I cant see a reason why not?

For the math geniuses out there. Instead of measuring toe with a tape measure, couldnt I find my toe in with an angle finder and simple geometry?
