Well, let's look at the math.
7/16 = 28/64, so a larger hole drilled.
13/32 = 6.5/16
Larger hole and smaller tap. No idea what they're thinking, but that doesn't sound like a good idea. Tap will probably go right through the hole. You can find drill/tap charts online to confirm. Pretty sure that combo doesn't work.

I am most likely reading this wrong; I'm pretty new to this. But here's what the instructions say and the accompanying picture: "12. If you dont have one already, you really need to pick up a matched 7/16″ x NF20 Drill Bit and Tap Set like the one shown here. <img src="https://www.jk-forum.com/forums/attachment.php?attachmentid=581217"/>

I have the 7/16 20 Tap on order. Is this the wrench I need?
Klein Tools 68310, 5 1/2-Inch Ratcheting Refrigeration Wrench - - Amazon.com
I'm probably going to buy that if its the right one. Also I'm thinking about just Drilling tapping and bolting like 2 on each side. Just to get it on then weld the rest. If I ever need to get them off I can just cut them off. Maybe I'm just lazy but Drilling and tapping 14 holes does not seem like a fun time. I'll have to see how the first holes go then decide if I want to do the rest.
