Lowering the JK - daily drive.
Don't bother lowering it, there's no conceivable way that will save you any gas. And, considering you live in Ottawa, are you sure you don't want a normal 4WD with the stock ground clearance? Lots of snow in the winter up there, I live in Montreal so I would know.
If you want to economize on gas, get a 6-speed and don't change the tires or rims. If you get bigger rims or tires, the MPG goes way down. Consider a Jeep Patriot. I heard it gets 30 mpg and it looks like a mini-Commander. Might be a better choice for your needs (daily driver, fuel economy).

I want to lower it rather than lift the JK since it will be used 99% for the daily commute all year round on paved roads.
Besides improving handling, easier entry/exit for the passengers, lowering will also improve fuel economy as I desperately need to increase the driving range since gas stations are just at the edge of a tankful where I'll be driving. I do not want to change the stock 32" tires.
Any suggestions how lowering could be accomplished economically?

Wouldn't dream of messing with anyone (like anyone needs my help with that!). Seriously, I am amazed how effectively everyone here contributes based on their experience and knowledge. While waiting for my 6-spd 2-dr Sahara to be built and delivered, I've been dreaming of all sorts of crazy ideas. The point of lowering the height was actually "raised" by my 8-year old kid when I saw how dissapointed he was that he couldn't get over the side steps of the test JK without help. He loves the car, but can't get into it on his own. A good friend of mine who is an aeronautics engineer explained that the taller an object is on the road, the more drag there is at higher speeds and the more fuel economy suffers. There will be a time for this JK to go off roading, but for the next six months it will be driven on normal higher speed urban terrain. Thanks for bearing with me on this post.

If you like the look and that's what you want by all means, modify it to your taste and enjoy. But don't do it to save on gas.
Just my worthless opinion.
