The problen isn't the powder it's the texture powder. There is no way to paint over that. My suggestion would be to return them and get some with a smooth finish. You are going to have a lot of time and $ wrapped up in this project and most likely questionable results. The most important part of any finish is the prep. I doubt you will get those clean enough for a great finish without spending lots of time and money.
