New 35's
If you have the 2012 with 4.10 gears, you don't need to regear it. In the more powerful 2012 and improved 5 speed auto, the Rubicon is a little undergeared for the 32's. 35's go perfect with it.
Based on the OP's question, I presume he's trying to preserve his gas mileage. If that is the case, you could use 315/40/26 Pirelli Scorpions and some 2" extended bump stops. You'd probably get better gas mileage than stock due to the more rigid, low profile sidewall and the more friendly street tread.
But, if you're interested in offroad capability, you'll need to get rid of the stock bumper and airdam for offroad flexing and trade it out for an offroad bumper, which reportedly costs you a couple of mpg because of the wind resistance on all the hard parts under the Jeep. Then, you'll be getting a taller sidewall tire that has more flex, and thereore more rolling resistance. Plus, you'll probably want a tire that is wider than stock and with an agressive mud terrain tread pattern. That will cost you a couple of mpg, too. At some point, you just have to say, eff it and buy what you want and ignore how much you throw at it at the pump.
I ran 35x14.50 bias-ply Boggers for 7,000 miles and averaged 11-12 in town at 14 on the highway.
