Would a full size bumper like the AEV limit any off road capabilities of my 2013 JKU Rubi vs a stubby with a stinger?

 

well yeah, a full size bumper will effectively rob you of approach angle by preventing your tires from nosing up to obstacles. a stinger won't do much if anything to help you off road. while they do have a legitimate place in off roading, they're mostly for looks for most people.
