is it best to use a primer prior to powerder coating or is it not needed?

what is the difference between the two. or basically how do you powder coat somthing cause I don't need to showed how to work a rattle can or spray gun. isn't powder coating similar to painting only with positive and negative charges involved so the powder is attracted to the surface.????
