Default Radiator body mount help

I'm installing teraflex quick disconnects and the radiator body mount bolt I need to remove is stuck so bad it's spinning the rubber spacer above it. I've tried a breaker bar, heating it, and PB blaster. Any other suggestions? Anyone else had this problem? Heres a pic of the bolt.

By spinning the rubber above do you mean that the bolt turn but just does not thread out?

Yeah exactly, I took the grill off but there's nothing I can on the top to prevent it from turning with the bolt. And the rubber is starting to crack from getting twisted. Here's what the top looks like

Nevermind, got it off with a nut splitter. Can't figure out how to delete the post. Thanks.
