Here is an little piece of that section… (found this on another forum somewhere)
S4.4 Rims.
S4.4.1 Requirements. Each rim shall:
(a) Be constructed to the dimensions of a rim that is listed pursuant to the definition of test rim in paragraph S3. of Sec. 571.109 (Standard No. 109) for use with the tire size designation with which the vehicle is equipped.(b) In the event of rapid loss of inflation pressure with the vehicle traveling in a straight line at a speed of 97 kilometers per hour, retain the deflated tire until the vehicle can be stopped with a controlled braking application.
S4.4.2. Rim markings for vehicles other than passenger cars. Each rim or, at the option of the manufacturer in the case of a single-piece wheel, each wheel disc shall be marked with the information listed in paragraphs (a) through (e) of this S4.4.2, in lettering not less than 3 millimeters in height, impressed to a depth or, at the option of the manufacturer, embossed to a height of not less than 0.125 millimeters. The information listed in paragraphs (a) through (c) of this S4.2.2 shall appear on the outward side. In the case of rims of multi piece construction, the information listed in paragraphs (a) through (e) of this S4.2.2 shall appear on the rim base and the information listed in paragraphs (b) and (d) of this S4.2.2 shall also appear on each other part of the rim.
Next:
(c) The symbol DOT, constituting a certification by the manufacturer of the rim that the rim complies with all applicable Federal motor vehicle safety standards.
Also from the definition section 571.3
Multipurpose passenger vehicle means a motor vehicle with motive power, except a low-speed vehicle or trailer, designed to carry 10
persons or less which is constructed either on a truck chassis or with
special features for occasional off-road operation.
Low-speed vehicle (LSV) means a motor vehicle,
(1) That is 4-wheeled,
(2) Whose speed attainable in 1.6 km (1 mile) is more than 32
kilometers per hour (20 miles per hour) and not more than 40 kilometers
per hour (25 miles per hour) on a paved level surface, and
(3) Whose GVWR is less than 1,361 kilograms (3,000 pounds).
Passenger car means a motor vehicle with motive power, except a low-
speed vehicle, multipurpose passenger vehicle, motorcycle, or trailer,
designed for carrying 10 persons or less.
So what does this mean…
Almost looks like vehicles, other than passenger cars, under federal law beadlocks or "multi-piece wheels" are required to have a DOT stamp... but passenger cars don't? So is our JK a passenger car?
That is just the feds though… each state could make up their own laws.. so far I haven’t found anything in the NM laws.
Don’t know if this helped but it is the only thing I could find that is actually written down and not just hearsay, rumor or meandering waffle... though i do so like waffles.
Yeah I am running on a set of WE beadlocks... will make a post if I ever get a ticket for them.

i checked out the psc website and took a look at the installation instructions for the spyderlocks. you definitely cant drive around without the beadlock rings. but what you can do is mount them at the house. you dont have to have a tire machine to mount em. that will save you around a hundred bucks.....of course the wheels are twice as much as most others but.......(most other NON BEADLOCK wheels that is...).

I think that Hitchinson Rock Monster Wheel, and their Mopar counterpart, AEV, and Walker Evans are all DOT approved. I am not aware of any others. All wheels have to be DOT approved, but the reason why beadlock wheels aren't always is because most of the locks cut the outer bead of the wheel off, and weld a new ring on. The original wheel has been tested and approved, but once it has been modified it would need to be approved once again.
all that dot stuff dont bother me. if someone wrecks into you and its not your fault, im sure the cop wont start checking for dot stamps on your wheels. i dont think hed check even if it is your fault. not around my house anyway.
